Rural highway is an important part of the highway net in China, and it is the main mode of transport in the wide rural area, so it is the important infrastructure for rural economy development. Zhang Chunxian, the China communication minister, set four important works at the traffic working conference in 2005. One of them is to quicken the paces to let farmer brothers to walk on blacktop or concrete road, and continue to carry out unobstructed project, supporting Agriculture, Farmer and Countryside with practical action. Rural highway construction is looked as important as arterial highway and freeway. For traffic departments, how to plan and construct rural highway is a urgent and headachy job. Evaluation for the adaptability of current rural highway can provide scientific foundation to settle the problem. According to the integrity, harmony and sustain of communication development, rural highway construction affects directly the whole level of area highway nets, and new leap - forward development of communication can not be achieved without leap - forward development of rural highway. Strengthening the stand point of rural highway is to promote road nets structure optimization and harmonious development, and utilize fully the function of road nets integrity, and establish solider base for achieving new leap - forward development of communication.This thesis begins with discussing evaluating indicators of highway communication adaptability and the choice of evaluating methods. This thesis deems that evaluation for adaptability of current highway is based on the existing highway nets, and considers comprehensively the factors such as the technology, economy, and adopts some analysis methods to judge whether the current highway nets adapt to current and future needs and then makes evaluation. Because the valuation is conditioned by different society economic conditions, it is difficult to evaluate every evaluating indicator with hard and fast rule, so the author choose the fuzzy comprehensive evaluating method, as well as explain the fundamental principle in this thesis. According to such characteristics of rural highway as numerous, wide distribution, emphasizing service and the commonweal is more than economic benefit, evaluating indicators system is established. Following this thesis takes the rural highway in Liuhe area for instance, and applies fuzzy evaluation to survey field, collect, settle from such five evaluating directors as current highway nets' area density, synthesis density, connectivity, average grade and the investing proportion of highway construction, at the same time references the evaluating directors of developed countries in the world and the developed regions in our country to determine the fuzzy evaluation reference standard, and uses comparison method pairwise to get their weighing, then gets the fuzzy evaluating grade of the current rural highway in Liuhe area. The result of evaluation is reluctant adaptation. At last, the thesis analyses the conclusion which has been reached through fuzzy evaluation above: among five directors, road scale director, for instance, nature density, synthesis density considering population factor and so on, can apply current society economic status on the whole, and the outstanding issue is that the grade of highway nets is too low. Besides, the author puts forward proposals: 1. proposal one for development of Liuhe rural highway (from the view of government administration): (1) Scientific plan, construct Liuhe highway nets from a high starting point; (2) Besides quicken construction of trunk line between counties, modernize highway between countries; (3)Deepen innovation of highway communication system; (4) Depend on science and technology progress, study and generalize intellectualized communicational technology application, and promote the foundation and development intellectualized communication industry. 2. Proposal two for development of Liuhe rural highway (from the view of technology and economy): (1) Attention to the expenditure falling of project whole life; (2) Study and generalize the applied design and construction technology; (3) The scale of construction should apply to small traffic.The conclusion and proposals in this thesis have important social and economic benefit in such as aspects: the advance of decision-making level in highway net investment, advance in work efficiency, economization on construction and management funds, advance in construction and management level, utilizing fully existing highway nets facilities, environment protection, resource continuable development, and so on.
