Study On "Cradle To Cradle" Sustainable New Town Planning

Entering into the 21st century, today city of Chinese is been plaguing by many problems. Ecological crisis, cultural crisis and technical crisis are expanding and deepening; sustainability is getting into the inevitable faintness; contemporary urban is regarded as a Second Natural Space; New Town construction was full swing at China is lying in a period of transition, and so on. Faced the above problems, the 16th Congress put forward the Scientific Development and Harmonious Socialist Society, the concept is of epoch-making significance in the history of China's socio-economic development, also means that the city will be towards to Sustainable City.In this context, the paper introduces the "Cradle to Cradle" sustainability principle, and makes the Guantang Chuangye Park as an example. The aim is explores the process of the application and methods, sequentially promoting the city's Sustainable Development of economic and natural environment. This paper tries to afford material, fact case and research thought for the city's Sustainable Development of economic and natural environment, then abundances the system info and practice of city's Sustainable programming. It can be divided into three main parts:Part I, technology development, environmental pollution and governance, evolution of Planning theory and the New Town building process as the four points, are to review Urban Planning history, research implications for Sustainable City planning and design perspective. Meanwhile it analyses the current Crisis of Ecological Sustainable design, then introduces the "Cradle to Cradle" and make its assessment. "Design with nature" and "design with history" are the core of concepts.Part II, the core concepts of "Cradle to Cradle" are used in Guantang Chuangye Park planning practice: First on the "Cradle to Cradle" planning steps, including Background Research, Preliminary Planning, Program Discuss and Decision, Phased Implementation; making the city design with nature through the Landform & Hydrology, Climate & Energy, Diversity & Well-being and other aspects; making the city design with history through Traditional Culture & Local Knowledge, Community & Traffic, the Next Industrial & Agriculture Revolution and the Sustainable Architecture Utilization.Part III, there are the following points from summing-up the paper: (1) Human crisis caused by the alienation of technology is source of the all crisis. The technology for the benefit or endanger of mankind entirely depend on our own. (2) Global Environmental Issues gradually is shifted to the Urban Environment; the environmental pollution is spread to global. The pollution control needs global co-operation and science and technology support. (3)"Cradle to Cradle" has scientific theory and extensive practical experience that achieve the new stage of sustainable theory; vigorously promoting it , would help solve the current global problems.(4) In China, if the New Town want to keep development, it needs "Cradle to Cradle" as guide, and stays away from the traditional industrialization development model, then construction a Harmonious Society.
