The Programming Research To The Socialism New Country Construction Of Hebei Province

In the 5th session of the 16th CPC Congress, the project of"New country Construction" wasraised, which was characterized with "developed production, affluent living, civilization ethos,neatness village appearance, democracy manage". Since China's reform and open policy, theeconomy in the villages have risen. The management of the village plan construction in HebeiProvince has also developed rapidly. Villagers' living condition has improved gradually. The greatrural change has taken place. However, it is still lag behind the requirement for constructing thesocialist new rural. Problems must be taken seriously, for example: the lag of the village plansystem which can't effectively arrange the construction; the poorness of the residentialenvironment where the basic facilities are few and social welfare lags behind with constructionorder in a mess. The socialist new rural construction helps the growth of the rural economy andsociety, and the increase of villagers' income. It is a glorious task to improve the rural residentialenvironment with this epoch project.This thesis summarizes the experience and lessons from the new rural construction bothhome and abroad. Combining with the actually situation in Hebei Province, it probes into thecurrent theories of the new country construction and explore the methods, techniques andprinciples that fit Hebei Province's real situation. This may be help to the future of the socialistnew country construction of Hebei Province.This thesis consists of 5 parts:Part One: Introduction. The backgrounds of this thesis topic, the significance of the researchas well as the development of research home and abroad are introduced in this part. Aftersummarizing and analyzing the research results, the experience and lessons for the new countryconstruction in Hebei Province are concluded.Part Two: The related concepts of the Socialist New Rural are introduced, such as theSocialist New Rural, country residence, natural village, core village, new type farmers, villageplanning, subject of the development, public participation, etc. The "new" of the socialist newcountry is expatiated in this part.Part Three: This part is bout the current situation of villages in Hebei Province and theoverall problems. With the planning designers' investigation into villages in Hebei Province, theoverall problems are summed up so that a suitable plan for Hebei Province can be very wellapplied.Part Four: This the key part of the thesis. Firstly, the content of the socialist new country plan,the principles of the plan and the methods are introduced. Secondly, specified plan of eachelement of the village construction related to the new country construction is elaborated, forexample: the design of the residential buildings and the farmers' house group assembling; the plansetting of public facility and the setting requirement; the design of the production and storage building; the design of roads and parking lots; vertical planning design; the design of job facilitiesfor public use; the design of calamity-precaution and calamity-reducing; the design of sceneryenvironment etc.. The last section in this part illustrate in detail the example of the new countryplan in West Changyuan Village, Handan City, Hebei Province.Part Five: Conclusion. In this part, the whole idea of this thesis is summarized and thespecific requirement to the plan of socialist new country construction in Hebei Province is alsogiven to designer.
