The object of fetal monitoring is to protect fetus growing normally during the whole pregnancy and destroy the bad factors, so can give birth to a healthy and intelligent baby after the pregnancy. In the human's production healthiness, the desire for good population quality is becoming higher and higher. To do good fetal monitoring will have great importance to our country and family.Fetal heart rate have the No. 1 importance in the fetal diagnostics. FHR reflect the status of fetal heart function which was regulated by the central nerve system. The cardiotocograph is the best description of fetal healthy status. Through it not only can know the status of fetal cardio system, but also can judge the activity of fetal central nerve system. So the fetal heart rate monitoring is becoming the important label of the modern obstetrics. But in the practical clinic operation, not knowing the cardiotocograph correctly often lead to wrong clinic treatment, it brings some losses to the expansion of electronic fetal heart rate monitoring and pregnant women. Through observe and research to mass clinic operation, a kind of intelligent remote networking monitoring and diagnose system was designed using the method of expert system. The paper give much introduction to two key arithmetic: the mathematical analyze of cardiotocograph and the flow chart of evaluation, some arithmetic and examples were also given. In the last, The main function of system main interface was discussed and some practical examples were shown.
