In order to monitor and control the road traffic conditions it is necessary to collect, analyze, process and sum up the data information in highway construction and management so that the highly efficient, safe and comfortable highway traffic can be ensured. Heilongjiang Province Highway Net-Monitoring System is designed aiming at the management requirements of existent highway network of 'one circle and five rays ' which means Harbin is the center and outer circle road is the communication hub. The application software in Heilongjiang Provincial Monitoring and Controlling Center includes several subsystems and GIS electron map is one of them.GIS electron map takes the general picture of a whole highway as one map in which the actually installed equipments are directly displayed according to the actual pile number. Just by clicking on the symbol of the equipment corresponding monitor and control information can be displayed and specific operations can be done, such as zooming out and zooming in the main map, dragging around and zooming in a specific region, showing shortcut menu etc.. Information query, prompt, collecting, processing, releasing, communicating and printing can also be done in same way. Boland Delphi 6 is used as the client-side software development platform of the Monitor and control system and the map data is accessed through the application software. Oracle9i is adopted as system database. Maplnfo and MapX components are used to create and edit map elements in GIS subsystem. Then the map document can be read and linked to the external equipment to acquire data in real time by Delphi and the data results can be displayed according to the geographic position. The system is easy in operation and convenient for the staffs to monitor and control the road state and reduce error rate. It helps to provide the basis to supervise and make decisions for administrations of road supervision and management.The thesis mainly introduces the functions and implementation of GIS electronic map subsystem as well as its modules. Some key techniques in the implementation are presented in detail too.
