As early as 2013,when Xi Jinping visited Central Asia and Southeast Asian countries,he showed the blueprint for building the "Silk Road Economic Belt" and "21st Century Maritime Silk Road" and opened a new chapter of the "Belt and Road".Central Asia is at the forefront of the development of the Silk Road Economic Belt,while Xinjiang borders Russia and other countries.It can communicate directly with neighboring countries.Xinjiang's energy reserves account for 40%,80%of China's resource varieties,and the population is less than 2%.However,the special geographical environment leads to high transportation costs,low logistics levels,and per GDP.Therefore,it can take advantage of the opportunity of“Silk Road Economic Belt" to establish inland ports to expand the function of the seaport and reduce the cost of logistics activities,thereby promoting faster development in Xinjiang.The establishment of inland ports can integrate resources in the surrounding areas,expand the radiation range of the home port,improve the transportation network system,and extend the function of the port.It can promote the win-win situation of ports,inland cities,transportation companies and customers.From the perspective of the long-term development,it's necessary to learn from the modern green logistics concepts,consider the pollution and the waste of resources,and scientifically carry out the site selection planning of Xinjiang inland ports.Under this context,this paper seeks the optimal inland port location based on the characteristics of Xinjiang and considering various factors such as the environment.The paper first puts forward the research problems and background,summarizes the analysis results of inland port location and green site selection,and further summarizes the relevant concepts.Subsequently,studying the development status and objectives of inland ports in Xinjiang.Then,through the study of location method,the multi-objective planning model was selected,and the three aspects of total system cost,total carbon emission and customer time satisfaction of the inland port construction were constructed.Using genetic algorithm,using MATLAB software to empirical calculation,the rationality of the model is clarified,and relevant suggestions for the layout of Xinjiang inland port are put forward.
