Research On The Strategic Planning Of Region Integrated Transportation System

Because of the management system, in our country the planning for 5 transport means has gone on independently. And the planning of integrated transportation system has not caused enough attention. But it is important to construct one efficient integrated traffic system for the region development. This paper will devote to the research of strategic planning for area integrated traffic system.According to the request of strategic planning and the characteristic of integrated traffic system, the paper will launch research according to three following steps: At first, study the interrelation of transportation and social economic development, and the harmony of 5 transportation means; Then, study the overall frame of region integrated traffic system strategic planning; At last study some key contents in this frame.This paper will study the interrelation of transportation and social economic development at first. .It will analyze the role of transportation in social economic activity; It will analyze the communications and interaction between transportation and the regional industrial structure; It will emphatically analyze the effects of transportation on regional development and probe into the function way of transportation in various kinds of theory for region development.Secondly, it will research the harmony of 5 transportation means Transport through overall and careful analysis for the technology and economic characteristic and transport organize characteristic of 5 means, defines the scope of application of the transportation means; Research the interaction between the transportation means——monopoly, competition and cooperating; Probe into the inherent mechanism of coordinated development of the transportation means. On the basis of above-mentioned research, according to the characteristic of strategic planning and the integrated traffic system, the paper will study the overall frame of region integrated traffic system strategic planning.According to the overall frame, this paper will study four questions farther: the demand macro-forecast method, traffic structure macro-forecast method, traffic system scale and overall layout of traffic network.①The macro-forecast of the traffic demand in the area will be based on the interrelation of transportation and the system of social economy. Through analyzing the future of social economic development in the area, it will get the macroscopic total demand of the traffic, demand quality and the degree of demand centralized.②Traffic structure macro-forecast will be based on the research about harmony of 5 transportation means. It will begin with analyzing the behavior of choosing transportation means, through researching the matching between transport supply and demand, and consider region and national macroscopical policy factor, and it will confirm the traffic structure.③Research on Traffic system scale will go on according to the transport intensity method mainly, through the macro-forecast for traffic structure we can get the transporting amount of every means, following the law of traffic intensity develop, consider the factor of transit traffic , it will get each total scale of the transportation means in the area.④The overall layout of traffic network will only consider the layout of transport corridor through such steps as node choosing, analyzing the reserve line location, deploying transport means and arranging others.
