In today’s global economic integration, shipping enterprise has obtained therapid prosperity, China shipping of the Yangtse River is also promoted and drive thestatus and role of the economic and social development along Yangtze Riverincreasingly and obviously.As the transportation equipment towing in waterway increasing,traffic densityinland river channel also increases. Subjected to the waters of inland waterway, suchas narrow waters, relatively shallow water features and soon, ship sand equipmentsprone to accidents in the fairway. It is necessary to study the design of shiptransportation plan, control and reduce the safety risk of ship transportation.The non-self-propelled equipment studied by this paper is a special ship withoutanchor system and does not rudder control, which costs relatively high. Thenon-self-propelled equipment means a ship without propulsion system or can’t use thepower system to propulsion for some reason. According to the research on shippingof the Yangtze river, the transport process of these non-self-propelled equipmentsinclud delivering to the mouth of the Yangtze River after building and returnedwhenever needed to repair. Based on the two stages, the comprehensive designs inthis paper emphatically focus on the application consideration.With strong professional, technical difficulty, occupying lots of resources, strictorganization plan and other characteristics, Non-self-propelled equipmenttransportation on Yangtze River is a high risk operation on water. Combined with thecomplexity of Yangtze River waterway waters, rapid velocity of part flow, alsoaffected by the operating personnel, in the transport process, Non-self-propelledequipments prone to cable fault, equipment damage, operating out of control andother accidents. Therefore, the Yangtze River waterway navigation environment,transportation design, safety risk assessment, work organization and implementationof systematic study has certain research value.This project is based on a non-self-propelled equipment in the Yangtze rivertransportation as the research object. From analysis of the Yangtze River waterwaynavigation environment, designed transport scheme, such as Conventional towing,Dock towing and Semi-submersible vessel towing; calculated by the model, selected cable and designed binding reinforcement including the spring, head line, stern lineand control line; used Fault Tree Analysis(FTA) to explore the safety risk of transportfleet system in the Yangtze River for non-self-propelled equipment,established riskof accident tree for transportation of non-self-propelled equipments in the Yangtzeriver, finded out the weak links; then analysis operation organizations andimplementations of non-self-propelled equipment, formulaterelevant personnel training programs, put forward the verification process of systemreliability, measures to prevent the friction and risk response plans.Study on transportation scheme of non-self-propelled equipments can expand thefield of vision for the system of ship inland waterway transport operations and providpractical guidance for the non-self-propelled transport equipment.
