It is water resources system in complex condition and multipurpose use with Taohe river basin and cascaded power stations is system led by Jiudianxia reservoir in Taohe river. Based on actual condition of Taohe river basin, this paper relatively systematicly research the optimal operation problems of Taohe Jiudianxia multipurpose use reservoir and cascaded power stations. The main research content and results are as follows:(1) Multipurpose usage reservoir energe output maximum model is built by analyzing multipurpose function and existing problems of Jiudianxia reservoir and cascaded energe output maximum model is estabished by analyzing hydraulic connection and mode of compensation regulation. Adopting three methods of particle swarm optimization algorithm, progressive optimality algorithm and dynamic programming algorithm, the optimal operation computation based on above two model is carried out.(2) Instream water uses is analyzed and the methods of Tennant,minimum monthly-runoff and 7Q10 modified are selected for calculating ecological water demand and the average discharge in the driest months of the decade are adopted to calculate the water required for water enviorment in Taohe river.(3) Based on different planning of water use in Taohe river basin and different water transfer schemes of water supply project of transferring water from Taohe river, scene one in the case of water use in this basin in 2010 and water supply scheme after finishing the first stage of water supply project and scene two in the case of water use in this basin in 2020 and water supply scheme after finishing the whole water supply project is set. Eleven reservoir operation schemes are made in the first scene based on different satisfaction degree of water requirement, and it is also the same in the secondscene.(4) By adopting progressive optimality algorithm the long-term optimal operation of different reservoir operation schemes in the first scene and in the second scene is calculated. Set pair analysis evaluation model is established to select eleven schemes in the first scene and in the second scene and the best scheme of the different scene is achieved.(5) Based on the sample of long period reservoir optimal operation policy of decision scheme of the first scene and the second scene artificial neural network is applied to ascertain reservoir operation rule function so as to simuate long-term optimal operation results ultimately. By analyzing and comparing RBF network model and POA model,the results have shown that RBF network model may preferably fit optimal operation hydrograph of POA and have indicated that RBF network operation rule function is effective.
