The throughput of the Jing Tang Port has exceeded 30 million tons, as the booming of calling vessels, to evaluate the risk of oil spill from vessels has become a outstanding problem in the harbor management.This article is to find out the risk index of oil spilling from ships in the Jing Tang harbor water area basis on studying the nature of the port, the sensitive area, and the traffic safety condition. The risk indexes are the ship factors in harbor, the ship type in harbor, the port condition, the human factors, and the organization and management.On studying and analyzing the specialty of the Jing Tang Port management, the article separates the risk index into three layer, By means of Fuzzy Math this article set up a reasonable evaluate model of oil spill from ships, and designs a software on basis of the model by means of VB 6.0.According to the evaluation of the risk of oil spill from ships, the software and hardware condition of preventing oil spill from ships in the Jing Tang Port, the article puts forward the solution to the above problem, and also provides a reference to the marine safety management.
