| With the high-speed development of urbanization in our country, the total area of new buildings in towns is kept with a billion per year before 2002, the building energy use increases rapidly, which makes great pressure to our country's energy supply and environment protection. Great attention should be paid to the large public buildings. The area of these buildings is 5%~6% of the sum of town area, but the electric consumption of this kind of buildings is 100~300 kWh/(m2·a),more then ten times of residential buildings(heating consumption is not included). Improving the operational energy efficiency of air-conditioning, heating and lighting systems in buildings is the key to decrease the energy consumption and improve the energy use efficiency. Our country lacks of building energy consumption statistics, there isn't effective statistics platform to supply detailed data of end-use energy consumption in buildings in our country, and the characteristics of building energy consumption is unknown.Though the energy consumption measurement and energy efficiency commissioning of large public buildings, the operational problems of energy-consuming system can be found quickly, and according measurement can be adapted to improve the system's operational condition and energy efficiency. The database technology is an effective method to manage the measured and statistic data. It's certainly necessary to develop the building energy consumption database.The measurement methods of basic parameters, measurement instruments, measurement steps and methods of key equipments that related to the operational energy consumption measurement and energy efficiency diagnosis for large public buildings are analyzed in this dissertation according to the energy consumption measurement in Harbin in 2005's summer and 2006's spring, combining with other correlative evolution of our country and abroad.
