Distribution network is the basic of power system and power market. Being affected by the influence factors, it is hard to control the whole scale of distribution network and its investment. How to evaluate the whole scale of distribution network, and to make use of the evaluation in leading healthy construction of power system and power market, is a meaningful research.In this paper, in order to evaluate the whole scale of distribution network, transforming capacity, the number of substations, line-length and the number of loops are put forward as member indices of evaluation indices system to describe the planning scale; social electricity consumption, highest load, population, and so on, are put forward as influence factors of the evaluation indices. The rule between evaluation indices and their leading influence factors is analyzed with grey theory based on a large number of data in statistics annuals. And by means of analytic hierarchy process (AHP)-based method, evaluation indices system and integrated model are built up to make reasonable evaluations of distribution network scale of 14 areas in Hunan province during the period of state ninth five-year planning. The distribution network scale evaluation and its research result have a sound meaning in leading distribution network construction and its investment.
