By investigating and studying earnestly, it's necessary to establish the perfect highway traffic emergency system. So we establish highway traffic emergency system in order to reaction to the emergency accidents rapidly, to organize the emergency rapidly and effectively, provide powerful safeguard for highway traffic safety.By anglicizing and contrasting supervisory rescues work to the emergency accidents in and out country, in this paper I have analyzed the realistic condition about Heilongjiang province transportation emergency supervisory work detail, and the present rescue resources in Heilongjiang province, and the present situation of information and database construction. The resource database ensures the rationality, efficiency and real-time of information resource with emergency system.The application procedure and the database technology can supply technology support for the resource database. While massive information of rescue can supply data support. There are five information resource modules in this resource database: transportation, hygienic, fire, police and other rescue departments' rescue information module respectively, which has the function of inquiry, revision, information issue, and resources dispatch and so on. It is satisfied with basic request of the highway traffic emergency system.After resource database carries on conformity of the information, it's the task of assists policy-making to determine how to output data, how to make the information of rescue work and how to realize the function of emergency system.
