Study On Urban Master Planning Establishment During The New Period

China is moving into a new era with the highest economic growth around theworld and the rapid-changing urbanisation. Along with the change in the economicenvironments both internationally and domestically, the traditional urban planningsystem formulized in the centrally-planned period has already become unsuitable tothe enormous development in urban areas. As the corpus of national economic andsocial development, it urgently calls for more effective and scientific programmingtheories and methods. The master planning in city is used as the important stage of the urban planningwith the important contents. In the process of city development, it ascends to rises tothe important function to synthesize to adjust and control in coordinating everyone'sbenefit and relation, so its position is what need not doubt with the meaning. But afterentering 21 centuries, facing the development situation of the continuous changes andimprovements, the master planning is broken and modified and this phenomenonoften happens. The master planning descends to seem to be very weak under the dualfunction of the market behavior and government behavior. The content of the masterplanning established by city programming section is miscellaneous and the periodcomes longer and longer. However, compared with its factual function, it seems to benot enough to fit together. From the late 1990s, some scholars in this country have been researching andstudying the issue of urban planning, especially the reformation of the establishmentof the master planning in city. But they stay around mostly to the discussion of thepast programming problem with concrete case example research. Throughsynthesizing analysts and scholars' studies to master planning establishment reform,this text makes use of the theories and methods of city geography, city economics etc.course, draw lessons from the theory result of the master planning in abroad withpractice experience, and point out the shortage of the present stage in our countrymaster planning establishment. It generalizes the basic request of the masterplanning in new period city establishment, and put forward the reform conception.
