With the development of modern technology and hydraulic engineering, the construction of reservoirs enters a new period. Normal water level is the main characteristic of hydraulic engineering, directly affecting the entire project scale. This article researches how to evaluate the choice of normal water level from the aspect of index system, choice of weight and evaluation method, and establishes a computer model for comprehensive evaluation of normal water level based on multi-level fuzzy optimal method.Firstly, the article establishes the dynamic index system after summarizing the factors that influence normal water level, and gives a detailed analysis and research on this index system;Secondly, the weight of each hierarchy is valued and calculated by the methods of the analytical hierarchy process considering the expert's weighted vectors, the weight analysis system and the improved fuzzy level analytical hierarchy process and so on;Thirdly, the evaluation model of normal water level is established on the basis of multi-layer fuzzy optimization theory, and then transferred into computer model through C# to realize a visualized model for normal water level evaluation;Finally, this article applies this model and method in the practical choice of normal water level of Shuangjiantan reservoir located in Fujian province. The result indicates that the normal water level model based on the multi-layer fuzzy optimal theory is reasonable and feasible, and the operation of it is simple.
