Storage and detention basin, being the most important part of hydraulic engineering works, can reduce the flood peak and lessen the loss. Storage and detention basin has fertile land and abundant resources. With the increasing of people and the rapid progress of economy, storage and detention basin must be reclaimed so that the channels, which were used to discharge flood, are reclaimed. The development of economy and the accumulation of wealth in it not only lead to increase the loss of flood, but also restrict the use of the storage and detention basin. Storage and detention basin is an object of the hazard mitigation. Storage and detention basin is a measure of hydraulic engineering and an object of the hazard mitigation. So, when important regions are safeguard, flood control's projects of storage and detention basin is essential to be chosen by fuzzy optimal model in order to lessen the flood loss, and flood risk operation is essential to be done.In this paper, multi-objective fuzzy optimal theory and measure is introduced to optimal selection of flood control's projects of storage and detention basin. This theory has the knowledge and experience of people, so its decision-making is more science, and fuzzy optimal selection of flood control's projects of storage and detention basin is established.In this paper, on the basis of fuzzy optimal selection of flood control's projects of storage and detention basin, flood risk operation of flood control of storage and detention basin is done. Flood risk operation model of flood control of storage and detention basin is built up, and the flood risk analysis calculation is carried on.In this paper, the combining developing style using the mature product MapX and mature visual developing language such as Visual C++, Visual Basic is becoming dominating style, and they can be used in fuzzy optimal selection of flood control's projects and flood risk operation model of flood control of storage and detention basin.This dissertation includes 6 Chapters:In Chapter 1, a brief review of position and function in the drainage area is described. Then, fuzzy optimal theory and flood risk operation in studying the flood control of storage and detention basin is introduced, and the existing findings are summarized. The primary contents are drawn out.In Chapter 2, a multi-objective fuzzy optimal theory and measure is particularly introduced, and fuzzy optimal selection of flood control's projects of storage and detention basin is established, and calculating processes are particularly introduced.In Chapter 3, concept, intention, content, process and the risk rate of flood risk are discussed, flood risk operation model of flood control of storage and detention basin is built up, and the flood risk analysis calculation is carried on.In Chapter 4, the concept of Geographical Information System(GIS) is mostly introduced, the combining developing style of GIS and hydrodynamic model are discussed, and the mature product MapX can be used in fuzzy optimal selection of flood control's projects and flood risk operation model of flood control of storage and detention basin.In Chapter 5, the Dongting Lake is taken as an example. Making use of the theory and the result of the top each one, multi-objective fuzzy optimal selection of flood control's projects of storage and detention basin in The Dongting Lake is carried on, and the flood risk analysis and flood loss are carried on, and flood control system of storage and detention basin based on MapX is built up, which includes basic information subsystem > flood control subsystem > fuzzy optimal selection subsystem and risk analysis subsystem.Chapter 6 is the conclusion and prospect. In this chapter, it sums up the whole paper and prospects further study in the future.
