As a non-invasive instrument, the Ultrasonic Flowmeter with its advantages palys a key role in petroleum, medicine and so on. The key parameters of the Ultrasonic Flowmeter is the precision of measure. In this paper, the gap between the foreign's and the domestic's has been firstly analyzed, so a improved Transmit Time method Ultrasonic Flowmeter based on DSP has been given. In order to enhance the precision of the system, the paper proposes a transmitted scheme based on intermissive multi-pulse, and calculates the Time Delay with Correlation Arithmetic, and develops the Time Difference with Interpolation. Afterward , the paper calculates the parameters of the sampling ,interpolation and so on. At the aspect of hardware, the system is compsed of transmitted,received circuit, digital process circuit and server circuit. The primary of sortware is the programme of the FPGA and the DSP. The system can tranmits and receives the ultrasonic wave, and can calculate the time difference according the requestion. The results of practical measurement and experiment show that the scheme has reached the requestion. Because of the restriction of experiment, the practice precision of the measure has not been measured.
