With the explosion of population and economy, the problem of traffic jam is becoming the obstacle of society development. Traffic Information Issue System based on Internet with responsibilities of collecting, analyzing and delivering related traffic information is one of the effective methods to resolve the problem. It provides high quality service of real-time traffic information in variable ways. In addition, it is a typical application field of WebGIS.There are some deficiencies in parallel system, such as the difficulties in spatial data's exchanging and sharing, the limitation of Internet bandwidth, the speed of interactive query, etc. With the deep research on XML technology, GML, XSLT and SVG technologies derived from XML, the thesis demonstrates a WebGIS information issue model based on XML and implements the experimental system.. It mainly includes:Using Oracle 9i DBMS storing traffic information includes geography and attribute data and implementing the storage strategy of huge-quantity data in a uniform form.Using Oracle Spatial Java Library operating spatial data and encoding them into GML format, which benefits geography information's sharing and interactions.Using XSLT transforming GML document into SVG document to issue the traffic map. This method offers an executable resolution of vector information visualization.With the interaction between JavaScript and elements in SVG traffic map, the client fulfills the geography layers management, zooming, panning and query functions.Supplying real-time traffic flux statistical analysis graph in different appearances according to user's requirements.Finally, it brings forward the farther research work and prospect.
