As a kind of basic and strategic resource, water is the fundamental element for human survival and guarantee for social development; At the same time, the severe water shortage, water pollution, deterioration of water environment and other "water crisis" problems have been increasingly emerging in the process of social economic development, and have gradually become one of the bottlenecks which restrict regional development. The sustainable utilization of water resources is the fundamental guarantee of social and economic sustainable development. Besides, the research of water resources has become one of research hotspots at home and abroad. In order to better coordinate the relationship between water resource utilization and regional development, and ease "water crisis", in this paper, the regional water resources carrying capacity evaluation method and management countermeasures are studied.First of all, this paper expounds the concept of water resources carrying capacity based on system health, and establishes the corresponding regional water resources carrying capacity evaluation indexes, which can not only evaluate the level of water resources carrying capacity, but also assess the corresponding health condition of water resources system. Secondly, as a result of the existence of uncertainty factors, there are complicated nonlinear relations between the evaluation indexes and evaluation grades. In view of the problem between the relatively complex evaluation model and relatively simple evaluation results, the paper establishes set pair analysis as the evaluation model based on combination weighting, overcoming the disadvantage of the fuzzy assessment results, dynamically, intuitively giving the evaluation results. Finally, the model is applied to Datong City. The water resources carrying capacity level’s change trend is given quantitatively from 2005 to 2012, as well as the water resources system health change trend. On this basis, the paper analyzes the main existing problems in water resources development and utilization, gives water resources management countermeasure suggestions from six aspects, and provides a theoretical reference for research on regional water resources carrying capacity evaluation theory and water resources management system.
