| With the fast development of toll road system in China,both the toll authority and the toll road users feel an urgent need to establish a methodology to determine the toll standard.The methodology should consider the special situation and characteristics in China. This paper focused on highway in china.It analyzed toll theories existed at home and abroad and put forward the way of devising vehicles and methods to detect.The main segment in this paper gives model to confirm toll coefficient and toll rate.The study developed from these aspects as followed:The first:The method to division vehicles and detection equipments can be used.The paper introduced the parameters to devide vehicles and the relationship among them.It summarizes the auto equipment to detect vehicles and electric weight system.The second:The theory to determine toll coefficient.This segment developed a system to determine toll coefficient from three aspects:differential benefit, dynamic occupancy of various vehicles,vehicle'destruction to the road.The differential benefit involve:reduction of operation expense,benefit of distance reduction,time economization;reduction loss of traffic accident.The third:It established the determining theory of the tolling rate of freeway after concluding theory: price-determining models of congested toll,toll for return and operating toll.The fourth: Toll rate and traffic volume are the two major factors affecting revenue as well as investment strategies on toll roads. This segment introduce factors affecting the toll rate, analyzed the theory of elasticity is applied in a case study to investigate the effect of toll rate on traffic volumes and established a critical-volume model.This paper is base on the project"A study on the analysis models of economy and society benefit of freeway",the result of the study has been applied in the freeway system of shanxi province. |
