Research On The Principal-Agent Problem Of The Defense Acquisition

Defense acquisition is a typical principal-agent relationship. In China, there are still many principal-agent problems because of the irregularity of the buyers'and sellers'actions, the immaturity of the defense acquisition system and the defense industrial system as well as the unsoundness of laws. The successful resolving of these problems will contribute to the efficiency and benefit of the defense acquisition, to the innovation of the defense acquisition system and the defense industrial system in Chinese socialist market economy system.The research results include four aspects. Firstly, the thesis analyses the principal-agent relationship of the defense acquisition in market economy system, then makes a division of the develepment of Chinese defense acquisition according to the maturity of the principal-agent relationship. Secondly, the thesis analyses particularly the principal-agent problem of the defense acquisition in China from the aspect of the principal, the agent and the contract. Thirdly, the thesis puts forward accordingly, from the aspect of the army, the contractor and the government, the strategy and the system guarantee for the run of the principal-agent of the defense acquisition in the army-dominated market economy system. Finally, the thesis analyses the enlightening characteristics of the principal-agent of the defense acquisition in the developed countries.
