| In today's widespread bidding system,the bidding system of highway projects is becoming more perfect,which is worthy of recognition.Both the national and local levels attach great importance to the bidding system,and then explore more effective methods and forms in order to improve the rationality of choosing the winning bid.However,as a universal application of the system,macro level has been widely recognized,meanwhile there are still some deficiencies on the micro level,which need to be improved.This paper,based on the principal-agent theory and Dalian city highway project,combined with the literature method,theoretical analysis method,case analysis method and interview method,has been conducted a comprehensive analysis system for the bidding work,and summed up 3 the most urgent problems.Firstly,the highway project bidding can be widely used prequalification system,but the system itself has some shortcomings.Since the results of the prequalification is open to the public,the bidding result has been defined the scope of the successful bidder,which provides convenience to the bidder irregularities;secondly in the process of bidding documents compilation,it exists some problems,such as unscientific division of the bid,setting the qualification requirement arbitrarily,and the fact that the copy of the contract copy is not specific,which has affected the fairness and competitiveness of the bidding,and also left a potential risk for the successful implementation of the project after the bidding.Finally,this paper presents some specific countermeasures and suggestions to improve the bidding of Dalian highway project after some intensive researches and communication with the front-line staffs of actual participation and guidance of the bidding work with the reference of scientific efficient methods,which promote more effective qualification examination mode and more reasonable bidding documents and setting more scientific review links and other aspects. |
