It is indispensable to test torque and power of various mechanical products in R&D , testing and analysis, quality checkout, type identifying , energy saving , control of safety and optimizing and so on. .Mostly conventional box hardware instrument is used , by which the signal from sensors is processed by circuit board ,and inputed to secondary instrument that is box hardware instrument ,and displayed by numeral tube. On account of the limited of the hardware circuit especially in the complicated and multiplex measurement , intelligent controls oriented instrument based on Qin's Model is developed to measure torque and power.The principle of Qin's Model is introduced in this paper : Non-IVC can be turned into intelligent instrument unit with the function of actual measurement instruments by the function endowing and test fusing ,and these units can be used as basic building blocks for a variety of more complex virtual measurement instruments on a PC computer. The intelligent cells of instrument named Intelligent Virtual Controls is a kind of living virtual part endowed instrument functions, which describe the appearance and the essentials of Intelligent Controls-oriented Virtual Instrument.Various methods of torque and power measurement are discussed and compared in the paper. And a reasonable and feasible scheme is advanced .Adopting Intelligent Controls-oriented Virtual Instrument, Structured Design thought and hiberarchy controls thought synthetically, the paper introduced the constitution of intelligent controls-oriented torque and power measurer, built the apparatus, and implemented the functions in the developing system of VMIDS. In the period of developing the instrument, the paper advanced hiberarchy-oriented controls ,which classify the controls for building the instruments to three layers ,including interface layer , test and service layer and instrumental driving layer .The instrumental driving layer deals with interface between instruments and outside hardware .The interface layer serves for man-machine interface And the test and service layer is designed for the central duty of designing the instruments , including inducting the control flow and the data flow .The instruments' functions are mainly realized mainly by the test and service layer ,which include realtime and multiplex measurement of torque , rotate speed and power , giving an advance alarm , showing the eigenvalue , display the detail drawing , restoring the data , replay the data etc..Finally after analyzing the data collected on the spot, the artitle proved that the instrument is with powerful functions , high precision , high efficiency , low cost , good expansibility , and a practical instrument worthy of generalizability.
