High-rise public building which represents a symbol of modern city has already been developed for 100 years, up to now is still on ascendant, it changes the conformation of traditional urben space, enriches people's range of vision. The high-rise public building centralizes the vast functions of the city, and influences city environment and society life with its huge scale and multi-function.But with the high-speed development of the society, in traditional ideas, the designing method used to investigate and solve the designing problem with internal regulation, which is called "consider building as it stands", has already made the high-rise public building to fall into predicament, and even more made the urban space sink into the inorganic and confused state. Therefore, it seems to be more impendent to crossing the threshold of the building and city, standing on urban designing to establish the rule of high-rise public building design with the final target to optimize the urban space environment.Guided with center thought of city design, this paper analyzed the structure and design tact of high-rise public building bottom space with the representative sample both in domestic and abroad, mainly discussed the design thought which unit bottom space and the site environment, and hoped by the concept of the integration design of urban space and building space, to make the function of bottom space and the site environment of high-rise public building behave as the admit and relation between urban function and building function, to make the space conformation of them behave as stereoscopic crossing and organism connection of urban public space and building bottom space, to make the environment of them behave as harmony of vision ecosystem and location thought, attained the integer harmonization.
