Study On The Assessment And Optimization Of Urban Human Settlements Construction Quality In Lanzhou

To construct and improve urban human settlements is not only an old proposition, but also an eternal subject that coexisted with human being. With the development of industrialization and urbanization and the increasing improvement of social productivity, industry and population have been centralized so intensively that more and more people in the world pay more attention to the improvement of the urban human settlements, which have become important problems in the development of the society.Lanzhou is one of the west cities in china, and the level of its urban human settlements is more laagered than other cities because of its special environment and relative poor social economic conditions. Under the guidance of theories such as the theory of human settlements, the theory of sustainable development, the theory of urban ecology and the theory of ecological economics, the dissertation sets up mathematic model and chooses a suitable index system, which is composed of 4 subsystems and 11 hypo-subsystems and 33 assessment elements, to assess the situation of the urban human settlements of Lanzhou in four aspects, including the nature subsystem, the construction subsystem, the supporting subsystem and the society subsystem. Based on the urban construction Statistic data of Lanzhou from 1990 to 2002,the dissertation assesses the quality of its urban human settlements in past 13 years and the developing trend according as time sequence. As a result, the dissertation draws the main conclusions as following.(1) As a whole, the qualities of the urban human settlements construction in Lanzhou becomes better than ever, but the development of the nature subsystem, the construction subsystem, the supporting subsystem and the society subsystem are not in harmony, and the average advance speed of the four subsystems can be described that the supporting subsystem is quicker than the society subsystem, the society subsystem is quicker than construction subsystem and the construction subsystem is quicker than the nature subsystem.(2) Based on the real condition of urban human settlements construction in Lanzhou, the dissertation draws a conclusion that the main factors which influence the urban human settlements in Lanzhou is natural subsystem, According to the identical characteristic of the trend of the natural subsystem and the urban synthesis construction quality.(3) In the 11 hypo-subsystems, the developing speed of the economic level is higher than the others, and the urban synthesis construction level and the developing level of the naturesubsystem are lower than the level of economy, which reflect that people attach great importance to pursue the GDP growth in the past, but ignore the synthesis development of the urban human settlements. So the dissertation considers that the principle of human-oriented and harmonious interaction of urban human settlements between the development of the economy and the urban human settlements should be regarded as the guidance of the urban human settlements construction.After analyzing the state of the synthesis construction quality, the four subsystems, the hypo-subsystems and the assessment elements, the dissertation probes into the main strategies and the approaches of the optimization of the urban human settlements construction in Lanzhou.
