Research On Development Direction Play And Layout Of The Hi-tech Industry Development Area

It is one of the basic policies of our country to develop Hi-tech Industry Development Area (hereinafter named HIDA). To make a good plan and construction of the HIDA is the premise and basis of realizing the "Starting the business of the second time" in HIDA during the current period and creating the environment of innovation, both of which has the strategic and important meaning to the sustainable development of the society's economy of our country.To survey the huge profit created by the HIDA within the past dozens of years, HIDA has made great contribution to reforming the traditional industry, promoting the development of the urban and local economy, etc. However, as one of the newborn things of the urban planning, there are many problems in the theory and practice of the plan of HIDA, and there is gap between HIDA and the foreign excellent Science and Technology Parks.Based on the above-mentioned condition, the research objects of this thesis are listed as follow: the development direction & function orientation, functional organizations & spatial distribution, infrastructure plan, etc. of the overall plan of HIDA. By adopting the successful experience of the foreign countries, considering the characteristics and current developing situation of HIDA, this thesis gives a deep analysis of the distribution of state-level HIDA, the relationship between HIDA and city, in order to summarize the development direction of HIDA, the characteristics and requirements of functional organizations and spatial distribution, content and methods of infrastructure plan.This thesis could be divided into five main parts:Part I: Arrange and limit the relevant concepts, such as Hi-tech industry. Hi-tech Industry Development Area, etc. Make analysis of the current developing condition of HIDA in our country and analyze the type of the management system of HIDA.Part II: Conclude the development theory of HIDA; analyze comparative advantages of HIDA of our country and the problems existing in the development of HIDA; make a discussion of the function direction and development orientation of HIDA.Part : Give a systematical conclusion of functional organizations, characteristics and requirements of the layout of HIDA. Discuss the theory and methods of the functional organizations; put forward the constitution and the mainindex standard of the land of HIDA; make a general analysis of the plan of greenbelt system.Part IV: Taking the Tianjin Hi-tech Industry Park Huayuan Industry Development Area as an example, this thesis makes an analysis of the current status and conditions of its development; discuss its development direction; make a reasonable orientation of its functions; make an analysis and research on the functional organizations of the land use and the plan of the layout; make a brief description of the infrastructure plan and finally give some suggestions concerning the development.
