Based on analysis of communication modes of automatic hydrological detection and reporting systems at present, the data-collecting software product, in which GSM communication network, the second generation of mobile communication technology, is applied as the communication medium of the hydrological detection and reporting system, is firstly actualized interiorly. Its communication mode is GSM short message received or sent. And the presented design about communication mode of a hydrological detection and reporting system is GSM + ultra-short wave communication. Moreover, according to presentation of development of existing data-collecting software inland, the problem about duplex communication in data-collection software of hydrological detection and reporting system is authentically solved.The main researches in this paper are as follows.1. Based on analysis of constitution and function of this software, the whole data-collecting software is analyzed and designed.2. After researches of communication protocols of GSM short message for Nokia 5110 and ultra-short wave, the communication protocol of the hydrological detection and reporting system is defined.3. The researches for serial communication programming with Visual C++ on Windows 2000 platform.4. The researches for multi-threading implementation technology on Windows 2000platform and actualization in this software.5. Discussion about database programming and design and actualization of background database in the data-collecting software.
