The whole process is made of consummating the task of the port bureau's dispatch, setting the major task, fixing the lines' amount, deciding the technical standard, determining the statistics of the resources used, attaining the targets, setting a synthetic value on multiple plans, and printing orshowing,------hence making the relevant models realize the all function. By this way theplans will be made quickly, rationally, scientifically.Now the planners only make one scheme, and they only take the technical targets into account, too. For this reason, in this system it takes not only the technical targets, but also the economic targets into account. It sets a synthetic value ways to do with the multiple plans. This plan will tally with the port's needs well.In this system it isn't replacing people with the computer. To the contrary, people are basic. The policymakers using their much experience fulfil the plans through alternating with the computer. At last the policymakers choose a satisfactory plan to execute.This system only try looking for a path for the modernization of making dispatched plans. It will have fixed prospects in practice. And it will also be used in teaching. |
