With speeding of running train and the constructing of Qingzang railway, current using communication system in railway zone can not meet the need of the rail development. In Optical integrated communication system in railway zone(OICSIRZ), the technologies of optical user loop and optical/radio transmission are used. It ensures the information of voice, data and image transmitted reliably, safely and high- effectively in railway zone. OICSLRZ is the important infrastructure which improves the railway informization. The efficient network management for OICSIRZ is a crucial measure which ensures it works safely, normally. With reference of TMN recommendations which are proposed by ITU-T, the thesis analyses the feature of OICSIRZ and designs its network management(NM) system which consists NMC(center of network management) and NMU(unit of network management). It discourses upon the design for hardware and software in NMC and NMU at length. Through the experimental system which has been done, the NM has met the need of design and can manage OICSIIRZ effectively, real-timely.
