Study On Maintenance And Management Of Main Line Of Wenshan State

Development of the national economy is inseparable from the road infrastructure. Yunnan has a special geographical location and the highway play the most important role in Yunnan transportation system. Trunk highway as a important part of promoting economic development of Yunnan and their maintenance and management level largely determine its development.Yunnan trunk highway maintenance and management to take under the institutions system of vertical management. In this paper, Wenshan highway management total segment that three vertical management system in the middle of the chain is the representative. The main point of begin is the history and present situation of Wenshan trunk highway maintenance and management. Starting from the perspective of public management, use new public management theory and the theory of public product to discuss the problems that currently exist of the trunk highway maintenance and management, such as unclear division, uncoordinated agencies operating mode, the imperfect personnel management system, immature market and how to effectively play highway public property under the institutions system. At the same time, learn from the advanced maintenance and management experience, this paper puts forward relevant countermeasures and suggestions of trunk highway maintenance and management, such as adjust the positioning management functions, clear division of labor units, reform personnel management system, promote highway maintenance marketization. This paper provide some useful reference for policy-makers of Wenshan highway maintenance and management department.
