China is a country with a shortage of water resources, which are likely to become the scarcest natural resources in the 21th Century and become a restrictive factor in China’s social and economic sustainable development. Despite the severe shortage of water resources, there is a great waste of water resources. The root of the phenomena of "severe shortage but great waste of water resources" lies in the mandatory configuration mode of water resources in our country---to allocate water resources mainly by administrative means. Water resources are protected by state management and provided to consumers at low prices. There are a number of disadvantages relating with this allocation mode. The first problem is concerning the structural defects of property rights to water resources. Due to the institutional deficiencies, it becomes so difficult to constrain the improper use or great waste of water resources that such behavior occurs too frequently. Additionally, there is a great discrepancy between the price and the cost of water resources. Because the market price is much lower than the real production cost, the market price cannot play the role in regulating water consumption. Inevitably, the lower price leads to immoderate consumption and severe waste of water resources, inefficiency of water utilization, and finally causing water resources deficiency.The great shortage and waste of water resources indicate that there are severe problems existing in the mandatory configuration mode, which is of much difficult to allocate and utilize water resources efficiently and appropriately. It becomes increasingly necessary to set up a new water resources allocation management system to solve the problem of lacking water resources. What marketization of water resources refers to is that the water resources deployment and water infrastructure investment is no longer dependent on government free grants, but on the collection and compensatory use of the idle funds on the market, which is directed to eliminate the monopoly and capital price distortions caused by government intervention.Based on the theory of ecological resources capitalization and the ecological background and development status of Dianchi Lake, this thesis is on the detailed researches of the capitalization of ecological resources of Dianchi Lake. The main contents are listed as below:The first chapter is the introduction, presenting the research background, the significance of the research, its purpose, the overseas and domestic research status, the research contents and the layout of the thesis.The second chapter is the theoretical basis of the aquatic ecological resources capitalization. By analyzing the characteristics and the institutional systems of aquatic ecological resources capitalization and the trend of the aquatic capitalization of the ecological resources, it provides a theoretical basis for construction of the theoretical model and case analysis in the following chapter.The third chapter is about the characteristics and patterns of the aquatic ecological resources capitalization. On the basis of the study of the characteristics of aquatic resources market and the model of market capitalization, this chapter constructs the model of the water ecological resource capitalization, and provides a theoretical analysis model for the case analysis of the ecological resources of Dianchi Lake in the following chapter.The fourth chapter is the analysis of the current situation of the ecological resources and the capitalization of the ecological resources of Dianchi Lake. This chapter consists of two parts. The first part mainly analyzes the current pollution situation, the current regulation status and the species of ecological resources of Dianchi Lake, and provides a theoretical basis for the capitalization case study in the following part. The second part is mainly aimed at the construction of the capital market of ecological resources of Dianchi Lake and the methods of implementation of the capitalization.The fifth chapter is the research on the safeguard mechanism of the ecological resources capitalization of Dianchi Lake, and the further protective proposals on the basis of the previous chapter.The sixth chapter is the conclusion, including the research results, limitations of this thesis, and speculations of further researches in this field.
