Dianchi Lake Basin Water Resources Potential Of Research And Development

Water shortage has become a global problem in the 21" century. The water resources per capita in China is 2220m~3, and it is predicted that, in the year 2030, when the population reaches 1.6 billion, the number will decrease to 1760m~3. According to the well accepted criterion, a country with lower than 1700m~3 per capita water resources will be considered as a country with water shortage problems. Therefore, the water problem is very serious for us. For many years, the average water resources of DianChi drainage area is 0.57 billion m~3, the water resources per capita is only 271m~3 ,which is 12.2 percent of the country's, compared to the water resources per capita in yunnan, it is only one out of twenties. The total plantation of drainage area is 1.032 million acres, the water resources of the plantation per acres is 550 m~3, which is less then 25 percent of the Whole province's well-checked's. Currently, the total water-supplied quantity of DianChi drainage area's Water conservancy facilities is 0.897 billion m~3, which is 158.2 percent of the total water resources, Exceeded international-generally accepted 40% of water resources' carrying capacity consumedly, also exceeded 100% of the normal regulations. this shows, DianChi drainage area belongs to a resources water-shortage region, the degree of the water-shortage already reaches Jing, Jin, Tang of Huabei, even exceeds. DianChi drainage area'water resources is shortage, moreover the water quality is worse day by day, DianChi drainage area is confronted with resources water-shortage, at the same time, it is faced with severe water-quality water-shortage. In order to ensure that social economy is continuably developed and water resources is continuably utilized in kunming DianChi drainage area, based on generally investigation and analysis on the exploitation of water resources currently in kunming DianChi drainage area, the water resources potential is investigated and analyzed, and presents administration countermeasures on water resources and the approach to adjust water outside the drainage area. Therefore, for Kunming's social economic'sdevelopment, investigation on the present water resources utilization situation and potential of DianChi drainage area is a very important task, which has important meaning and effection for Kunming's social economic's continuable,speediness and well development.This paper,in view of the existing problems of DianChi drainage area,adopting the water resources potential theory(WRP),started from investigation, then fully analyzed the present water resources utilization situation,degree and its potential,and finally present suggestions and measures for future water resources development.Main research contents as follows:1.Systematically stated WPT,including definition,principles and research methodology.2.Fully analyzed DianChi drainage area's the social development and social economic conditions,and special attention was paid to the future development plan for Xin Kunming,and made suggestion for the directions for future economic structure adjustment.3.Investigated the water resources volume and quality and exploitation condition,conducted water balance for the present condition at 75 and 95 probability levels,and listed the problems in water resources development and management.4.Two methods,one looked into the percentage of surface water and ground water; and the other introduced fuzzy set theory,and took the social economy and water system as one system for analyzing.Similar results were obtained from both methods.5.Based on the present situation,analyzed the potential for the city, and proposed the plan to realize the potential, including finding other sources,water-saving,wastewater processing,etc.6.In view of the existing problems,and relating to author's experiences,proposed suggestions and measures for future water resources management.Water resources are the lifelines for the social-economic development of the city,and the objective of this paper was to identify the existing problems,especially how great is the potential.Thus,he corresponding plan and measures can be made at the earliest time.This will provide guidelines for the sustainable utilization of the water resources and lay an important fundation for the city's social-economic development.
