China has the most rich hydropower resources in the world. According to national hydropower resources re-investigation data conducted in 2003, the theoretical hydropower resources in China reserve in 694 million kilowatts, and technical exploitation amount reach up to 542 million kilowatts, economical development quantity is 402 million kilowatts. The 12th Five-Year Plan planed that, in 2020, China’s installed capacity would have been reaching 420 million kilowatts of hydropower, and hypropower resources will have been developed basically in hinterland and will be transfered to Tibet. Tibet is rich in hydropower resources, which got the title "The top of rivers, the source of rivers". With the unique natural geographical environment, Tibet got bountiful supply of hydropower and known as Asia tower.Rumei hydroelectric station, located in the mainstream upper Mekong River in Tibet, is the fifth planing step, the total planning installed capacity of which is 2.1 million kilowatts, and annual average generating capacity of 10.5 billion KWH. The water retaining structure of it will be the earth-rock dam with core wall with maximum height of 315 m, ranking first among similar construction. The construction of power station will boost economy effectively and improve living standards for surrounding people, simultaneously, it is a continuous construction of West-East power transmission project,with united adjusting of lower reaches in Yunnan province, which will improve electric quantity in low flow period and quality. However difficult to be exploited,this distinct,with characteristic of special geographical location, complicated social environment, sensitive environments in exploitation and protection,weak economic foundation relatively,laggard infrastructure like public traffic, cost a lot in investment. In addition, common issues of hydroelectric in Tibet will also confronted with it after completed, such as the indeterminacy of orientation,long distance transmission and high challenge.Basing ZOPP theory, This thesis will analyze potential issue, find out the principal contradiction and propose measures,and be the foundation for the following exploitation.
