With the rapid development of the city and the accelerated pace of information technology, the energy crisis, more and more prominent, has become an important factor in social and economic sustainable development. In order to ensure the healthy development of China’s economy and society, the country promoted new energy technologies and energy saving ideas, solar LED street lights came into being. However, the traditional urban lighting system could not meet the solar LED street lights monitoring, accelerating the promotion of new energy-saving technologies, developing solar LED street lights intelligent control system, improving the level of modern management, has become an important symbol of urban development, but also a key issue to face with in order to build the modern city. In this paper, we analyzed from the framework of the monitoring system, large-scale data collection based on service oriented architecture, solar LED street lights intelligent control algorithm and so on, at the same time carried out the following tasks:(1) Studied and analyzed the current status of urban lighting systems management technology and the application of wireless sensor networks, then discussed the existing differences between the traditional street light control system and solar LED street lights intelligence controlling system, designed the overall framework of intelligent monitoring systems and some core technology.(2) In-depth analyzed of the principles of service-oriented architecture model, then studied and analyzed the main functional requirements and processes of solar LED street lights intelligent monitoring system, and summarized all of them, then based on SOA technology, designed a methods of large-scale data collection and displaying, and designed a collection for large-scale data communication protocol, also designed communication program and management procedures.(3) Studied the solar LED street lights intelligent controlling strategy. According to this feature which discharge current of solar LED street lights could be regulated, based on the city road lighting design specifications, taking into account the ambient light compensation and its own working conditions, designed a solar LED street lights intelligent controlling algorithm. Though simulating of street lighting, and then adaptive lighting meshing, algorithm adjusted the discharge current on the street, so as to achieve the best lighting solutions. In a typical lighting scenario and lighting design software DIALux results were verified, proven to achieve fine control function, and been able to adapt to a variety of scenarios, realized intelligent lighting. Achieved personalized street lighting based on meeting the city road lighting design specifications, so as to achieve the purpose of reducing energy consumption and intelligent lighting.(4) Designed and implemented solar LED street lights intelligent monitoring system based on sensor network. Firstly introduced the development tools and application platform, then briefly descripted the various sub-systems and each sub-system module’s process modules implementation based on functional requirements and framework design of the system, and finally the entire system had an integrated test, including test system resources, time delay system testing, system latency connection test and outdoor test, the test got a relatively good results and the entire system worked fine.
