Traffic is the base of national economy and social development. It is an important field and civil engineering, directly related to people’s basic necessities of life. City traffic is key to a city’s social and economic activities. However with the industrialization and urbanization, the traffic jam phenomenon is more and more serious. It is mainly due to the contradiction between rapid growths of motor vehicles and limited city road resources.China is a developing country with special national conditions. It is required to develop automobile industry as a pillar industry, and also to find out an effective way to reduce traffic jams at same time, which is a complex systematic engineering for our government. Public traffic and private cars are both important parts of city traffic mode. On one hand, public traffic is regarded as the main means to solve contradiction between supply and demand of city traffic; on the other hand, the development of private car is not only positive to promote the industry and national economy, but also helpful to establish a reasonable city structure.This article evaluates the two traffic modes to achieve optimization through analyzing successful lessons of developed countries and regions as well as considering Shanghai city space layout, which can help to meet the future traffic requirement. The author finds out the traffic development directions till end of "Twelfth Five-Year Plan" of Shanghai city:1. To prioritize public transport mode at central city, to drive it more than54.5%by2015;2. To harmoniously develop public transport and private car at the area between downtown and suburban and at new satellite towns, with proportion as27.3%and25.7%;3. To develop new energy vehicle as well as public traffic and private car at new satellite towns. At the same time, the government should implement some methods to encourage the directions, such as authorizing public bus priority on the way, imposing additional tax on private car, completing Intelligent Transportation System, etc. |
