Construction engineering safety is an important part of building security in China. As the national economy develops and grows, the construction industry has also experienced an unprecedented development. However, lack of security management and technical safety and the defective of construction market and the extensive employment of migrant laborers all bring the building safety a new challenge. In recent years, the government has exerted more efforts into study and practice of construction, and acquired a lot of remarkable results. Construction safety accident evaluation is based on the application of safety assessment and put the theory of safety accident assessment into the practices of construction safety management, providing the theoretical basis and practical guidance for construction accident prediction. Construction accident safety evaluation focuses on the accident prediction and evaluation of the safety level, gives a comprehensive evaluation of dangerous factors and any results caused by them and confirms the safety level according to the sustainable capacity of enterprises, then takes action of the corresponding early warning.The article established a safety assessment method which is based on MES assessment method. The method calls for a high requirement of the employed person which have fund of knowledge and practical experience. This was limited to the use of construction work. MES evaluation method was further refined to make it more operable when assign many parameters, definite clear to many faint when assignment, reducing the operational requirement.The project is sponsored by the National Housing & Urban and Rural Construction Department and is directly put into guide practice. The main research direction is the Statistic Analysis of Accidents, Safety Assessment Methods and Early Warning System. The thesis makes a statistics of the safety accidents which happened in the recent years and analyzes the causes that contribute to them. Through the studies on the internal and external safety evaluation methods, and making a comparison between the advantages and disadvantage of these methods, this thesis presents the improved LEC Act-MES evaluation method which is used in construction's safety evaluation. This method is more convenient for operation and the evaluation results are more consistent with the facts. The early warning system in the paper is mainly to study the corresponding methods of safety evaluation and the problems in much construction program safety management. From the perspective of the government management system and the enterprises management level, this thesis discusses many ways and suggestions which can solve safety problems radically. Furthermore, though studying the nature of safety and the PDCA cycle model, this thesis provides an improved model for our country's safety management. The operation of the model can continuously optimize the safety management of construction projects and improve the efficiency of safety evaluation and the capacity of coping with safety evaluation consequences.
