The Research Of The New Residential Building In Rural Areas In China

For a long time, most rural areas of China failed to improve living conditions, rural collective construction land planning is also far behind the needs of modern development. At present our country has generally entered the development stage of which industry promotes agriculture and urban drive rural. Our country has entered an important period of making great efforts to break up the urban-rural dual structure and forming a new pattern of integration of urban and rural economic and social development. We should construct the new socialist countryside, at the same time, promote urbanization, and jointly promote the steady and rapid economic development. Firstly, this paper introduces the background and related concepts of the new residential building in rural areas in China, analysis the necessity and feasibility of it. Secondly, this paper describes the mechanism of promoting the construction of new residential, extracts the three models and the main effectiveness of new residential construction in China, analyzes the three modes, the three modes are the endogenous dynamic mode of Eastern, Central mixed mode, Western mode mainly by foreign aid. Thirdly, the paper discusses the problems in the construction of the new residential, including the issue of land constraints, shortage of funds, the farmers'traditional living concepts fall behind, unbalanced distribution of benefits and villages combined together but not unite. Finally, the paper proposes the solutions to the problems in constructing the new residential in China, including innovative land management system, multi-raising funds, strengthen propaganda and guidance, coordination of multi-stakeholder relations, coordination of new community resources. The study of the construction of new residential will make great significance for us to richen the theory of new countryside construction and the coordinated urban-rural development. The new residential construction is an innovative and unprecedented revolutionary practice, since it is a new thing, there must be controversial in the theoretical world and inevitable difficulties in promoting. This paper concludes that the new residential construction will lead to the third rural land reform. The first rural land reform happened at the beginning of the liberation, farmers got the land through it; The second land reform is in the form of'the big contracting'at the beginning of reform and opening up, it help farmers solve the problems of food and clothing; But during the last 30 years, the rural development has been in a stagnant state,this time,the land reform will make farmers live more comfortably, promote the land scale of production and operation, make some farmers become citizens, promote coordinating urban and rural development, eventually make farmers more affluent and the pocketbook really bulging.
