However, the problem is when compare to profit, function and other direct benefits, design consideration on disaster prevention is always the least priority. In the background of necessity of rapid development of safety as well as profit and functions, a better balancing and integrating point is required to be found in between"security vs. profit", to maximize the combined benefits of the project on the safety basis, to Enhance the overall effectiveness of the project .This is the key to solve such a problem."Comprehensive Prevention"is an optimized combination of all related elements in ways of macro management and prioritized arrangement. It not only is a more effective way to reduce loses in disaster situations, but also has a higher maximized combined benefit. Moreover, it is effectively to prevent the potential safety risks in specific environments. Although a series of studies for Comprehensive Disaster Prevention has been carried out in recent years, Studies in architecture area are very limited. In this article, from architectural point of view, a study of Comprehensive Disaster Prevention is developed under the guidance of perspective and method in studies of urban disasters, city safety, safety in system engineering, and etc. to improve the ability of disaster prevention in the field of Architecture. The research questions followed the train of thought"raising Related issues - Analyzing problems- solving Problem". From the analysis of disaster prevention in the design of the main problems, to define the concept of Comprehensive Disaster Prevention in architecture area , to set up a design procedure of Comprehensive Disaster Prevention for old city renovation project. To study and explore Comprehensive prevention for urban redevelopment project designed. The thesis is Consists of five parts:The first part:Composed by the Chapters I and II.In the first chapter, the article point out the problem of our city by combined with the background and current situation of urban safety requirements, and defines the concepts and research area of the paper. Achieved a clear focus and objectives of this study. In the secend chapter, Analyzed and expounded China's urban redevelopment project design background in safety aspect. The secend part:It is the third chapter, Discusses the research needs to draw on and use the theory and methods, such as urban studies, the disaster prevention and security related theories,as the research basis of the Comprehensive Prevention thesis.The third part:It is the fourth chapter.At First, existing comprehensive-prevention research results are analyzed and reviewed.it is based on the characteristics of urban redevelopment and the results of the analysis to Define the concept of Comprehensive Disaster Prevention in architecture area. Further discusses the concept of comprehensive disaster prevention content- Overall efficiency,Systematic work,Expansion of function,then discussed the main principles- the principle of safety first,the principle of systemtic working,the principles of dominant control in detail.The fourth part:It is the fifth chapter. Under the guidance of Comprehensive Disaster Prevention concept, and using the reference of method in safety system engineering as a basis, this article adjusted and amended the original design procedure and initially set up a design procedure for old city renovation project based on Comprehensive-Prevention concept. At the same time,different stages of work for the specific content of the principle of requirements, implementation strategies and management oversight in such areas as further discussed.The fifth part:It is the sixth chapter. Take the GuanYinQiao International Trade Centre, Plot of the GuoTai Grant Theatre , Shanghai Jing'an Temple Square Area Reconstruction Design for Examples. Respectively, from the combination of prevention and business functions,the combination of landscape and recreational functions, and the combination of transport function to discuss the issue .
