The eleventh "5-year plan" of our State clearly point out, in the eleventh "5-year " period,energy per GDP should be reduced 20 percent,240 million tons standard coal of the country should be saved.1.01 of the 2.4 million tons standard coal might be saved in the building energy efficiency. Heating system energy-efficiency is an important part of building energy-efficiency. According to the 50 percent energy-saving standard - "Building energy-efficiency design standards (heating residential buildings)," the so-called 50 percent energy-efficiency, building energy-efficiency rate should reach to 30 percent, heating system energy-saving rate should reach to 20%. At present, China's heat supply facilities in many cities are serious aging, heating waste of energy is serious. The overall efficiency of heating system is not high. The reason is that, the running efficiency of boiler is low, the transport efficiency of network is not high, the hydraulic imbalance is serious, the majority of existing building are not energy-efficiency building, and without heat metering facilities, the user can not be carried out independently. All these have a direct impact on the level of energy-efficiency of heating system.This paper which is against the main problems existing in our central heating system has introduced the status quo and problems based on a heating company heating system's energy-saving. Measured and analyzed the operating conditions around the heat source and heat network, found the problems about heating system's energy-saving, and put forward corresponding measures for the energy saving in this paper. From this paper which has estimated the total energy consumption after the heating system energy-saving and compared with the total energy consumption the former energy-saving, we could found that the total energy consumption can be significantly reduced after the energy saving. This paper also calculated the emissions of pollutants'reducing because the total reduction in coal consumption. Plus the role of desulphurization and dust removal, all these are greatly conducive to the improvement of local environment. This paper also calculated the total cost,payback period and cost of operation before and after reconstruction. It can be seen that the energy saving project is possible for energy saving,emissions reducing and lower operating costs.Finally, it has constructed heating system energy-saving examination and assessment system according multi-index evaluation method and the successful degree method,and evaluated the energy saving projects about Gaoxin heating company's heating system using the mathematical model of Evaluation system. The results prove that the renovation project is a can improve people's living and working environment, benefit the long-term benefit of the people's good works, but alsovalidate the evaluation system is feasible.Based on the researching of heating system energy-saving , and the establishment of appropriate assessment system to evaluate the effect of energy saving, this paper obtained conclusions for Practical reference value. It has provided reference materials for further study on energy saving and promoted the development of heating system energy-saving to some extent.
