It requires higher dynamic itself. Therefore, quantitative monitoring and assessment of urban planning is the most effective way to keep urban planning dynamic.Quantitative monitoring and assessment of urban planning, refers to a series of procedure that during the urban development process, firstly set out some objectives, turning them into indicators which can be monitor by various technologies, and then monitor real-timed or periodicitily. Monitoring can help deciders to take control of the relationship between urban development and the intended targets, assess and back-feed timely to make new decisions. It is an effective method to balance urban planning and urban development, preventing the development of a city to be disorganized and disordered.Monitoring and assessment are firstly used in government decision-making management system, for the purpose of gradually testing the performance of government decisions. Its use in urban planning system is the most consummate in England, especially the monitoring mechanism under "Local Development Framework". China currently has condition and basis to establish quantitative monitoring and assessment mechanism of urban planning, but an integrated system has still not been formed.Based on extensive reading of English acts, regulations, reports and other primary data, this article will completely introduce the working methods, technical route, support software and feedback procedure, etc of monitoring and assessment mechanism in English urban planning. In terms of our urban planning system, this article will also put forward a framework proposal of establishing the quantitative monitoring and assessment system of urban planning and set out a set of monitoring indicators, which is applicable to Chinese urban planning system.The key to establish an urban planning quantitative monitoring and assessment system framework lies in the following three subsystems:monitoring and assessment indicator subsystem - the foundation and keystone of the quantification of objectives. It refers to seeking actual indicators to measure the objectives, defining the relevant factors to monitor and assess the urban development, developing a set of quantitative indicators apply to scientific monitoring, and providing a one-to-one structural frame for objective monitoring data, in order to achieve the measurability of urban planning. monitoring and assessment technology subsystem– the technical support platform of monitoring and assessment system. It systematizes the technologies and procedures, mainly including the methods of calculation and evaluation of quantitative objectives, the database establishment and processing technology, monitoring technology, monitoring data "input - conversion - processing– output" technology, assessment methods and feedback mechanism, etc.monitoring and assessment control subsystem - including error control and target control. The former refers to the mistakes correction when the urban development deviates the objectives, while the latter refers to the statistical prediction of urban development trend through the monitoring data, making reasonable adjustment when finding the irrationality of the objectives.The primely established quantitative monitoring and assessment system is standing on a weak basis, therefore it will naturely face many difficulties. This article also tries to put forward some measures in the sense of widely solving the problems: for example establishing national or citywide evidance database network to improve the data isolation between different departments, setting out the "discretion" of indicators' selection to cope the uncertainty of urban development targets and real paths, and providing flexible periodic monitoring choice to coordinate planning short-term effects with the long-term effects. Through establishing and consummating the monitoring and assessment system of urban planning and development, it may also bring higher levels of planning monitoring elements, just as the supervision mechanism and urban simulation monitoring which relys on artificial intelligence, etc.
