Methods Study Of Planning Monitoring And Evaluation Based On “Planning Unit”

It is difficult to solve evelopment and construction problems arising from the region across administrative boundaries for unidirectional assessment of urban planning, and it is not clear easily for data collection and analysis to solve problems under the background of information data,which often lead to a waste of resources. Plus, the interests' division, fuzzy rights, responsibilities off and the lack of appropriate guide and effective monitoring and evaluation means, which often resulte in the deviatation of science track in sub-urban or urban. If we went to increase the level of planning to solve the problem from of view the Compilation of Urban Planning, so many difficult things to do with the existing administrative divisions the docking, more difficult in "Multi Planning Rule in One ". In this case, selecting a method of increasing "Planning Assessment Unit" in the planning assessment, it not only can avoid these problems, but also can keep abreast of the developments in the city, and can help us find out urban problems and propose specific counter measures. The urban planning monitoring and evaluation methods based on "Planning Unit", not only can be applied in assessing the plan, also can be used in the dynamic monitoring of the implementation planning,not only can achieve the process from a static to a dynamic assessment, also the assessment can be done from "top-down" turn to "bottom-up". We try to find a breakthrough and innovation, in order to solve existing Era problems on the basis of the reform of traditional planning concepts and planning methods, technology.The working methods of thesis is in gradation of investigation, analysis and solvation of the problems from the professional point of view of urban planning, based on the system theory and critical reflection of the existing planning implementation and assessment methods. We make a clear definitions and concepts of the "Planning Unit", being its the basic unit of planning monitoring and evaluation. We study the the purpose, content, methods, uses of dynamic monitoring and evaluation based on "planning unit", to build its theoretical framework and technical route from two strategic and tactical levels, and actively promote the effective implementation of the " Multi Planning Rule in One " and "the dynamic monitoring assessment". Thesis is divided into five parts.The first chapter, we introduce the origin of the research, which is inevitable under the development direction of political, social, scientific and technological background, also is the choice of urban and rural planning in the new era. Taking the current urban development, the existing problems in the planning and management as the starting point and goal into account, to provide theoretical support, we put forward the purpose and significance of the research, and to develop a framework and technology roadmap.The second chapter, it summarizes the current research, including the practice of urban and rural planning and assessment theories and method of "Planning Unit", and then analyzes the shortcomings and problems in existence, to explore root cause of this problem with in-depth thinking. It concludes the necessity and feasibility of "urban planning monitoring and evaluation based on Planning Unit”.The third chapter, it makes a clear definition of "Planning Unit" in monitoring and evaluation, corresponding objective of assessment, and division of principles and methods on the basis of the research.The fourth chapter, it further study the methods mechanism. We research on selecting Evaluation Factors and its implementation, the assessment module, evaluation index system with related amodel validation nalysis.The fifth chapter, theory applications in Case. Taking Beijing city center- New City of Tong Zhou as example, we make the division of Planning Unit; and then do the assessment evaluate research and analysis in Song Zhuang Cultural and Creative Industry Park(as the Basic Plan "evaluation unit").Chapter VI, Conclusion, a summary of the entire thesis. We suggested relevant policies and mechanisms for assessing results and noted that innovation of the thesis and insufficient in the research.
