In recent years, with the recovery of shipbuilding industry in China, the number of ships building increases slowly year by year. Meanwhile, the accidents caused by new ship delivery trials are not uncommon. The main reason is that the trial waters is not fixed and arbitrariness, as well as the trial is not normative. In order to reduce the similar accidents and safeguard the healthy and orderly trial, it is one of the subjects concerned by the relevant departments, enterprises and experts,that is how to project the trial waters properly and create a new and normative trial order.Safety must be guaranteed first in the planning of trial waters. The relevant departments'and enterprises'requirements should be considered on this basis and they can reduce the costs caused by trials. There are many factors influencing the planning of trial waters whose relationship is complex, and less researches on trial waters planning at home and abroad. What's more, no specific standard can be referenced. All of these reasons bring difficulties to trial waters planning.This paper considers synthetically the relevant influence factors of trial waters planning, starts from the types and requirements of the test, takes the related rules as reference, and finally determines the right scope and depth of trial waters which meets the various trial tests. After the comprehensive consideration of the actual situation of waters on this basis, the paper determines the reasonable range and position of planning waters. With the method of fuzzy optimization and fuzzy decision analysis method, the paper makes the comprehensive evaluation for the different trial waters plans, and determine the priority of them.This paper takes Ningbo as an example and makes a planning of Ningbo trial waters. The priority of the designed trial waters is evaluated in the way of the fuzzy comprehensive evaluation, so determine the proper project of trial waters finally. The results are compared and analyzed and they are fit with the experts'opinions.Meanwhile, the chosen method is proper and the model is reasonable. This method can be used as a reasonable reference for trial waters planning of other ports.
