As an important transportation hub of connecting land and water, portsoccupy an important position in the development of the national economy. Withthe present situation of resources shortage and serious environment pollution,China has been carrying out all kinds of measures to build resource-conservingand environment-friendly modern ports. However, China is still in relativelylow-end level of energy conservation and emissions reduction and don’t have acomplete evaluation system and methods. Therefore, this article conductsanalysis and research to improve the situation.Firstly, the paper analyzes the throughput capacity of China’s ports todetermine the position of China’s port in the world. So it’s necessary to carry outenergy conservation and emissions reduction. Through analyzing the presentsituation of energy saving and emission reduction about bulk cargo wharf athome and abroad, current popular technologies for energy conservation andemissions reduction are proposed. According to the characteristics of bulk cargowharf, compose technologies in a reasonable manner to get some technicalsolutions.Secondly, set up mathematical model of choosing technical solutions forenergy conservation and emissions reduction based on fuzzy comprehensiveevaluation. The paper divide the technical solutions into five grades, from Grade1to Grade5. According to the specific conditions of bulk cargo wharf, establishthe factors set for choosing preferred technical solution. According to relatedarticles, determine factors from rationality, economy, energy saving andemissions reduction. The factors include the degree of technology suitable forthe port, maturity of technology, etc. The paper analyzes the importance offactors by AHP to obtain the weight of factors, uses Delphi method to determinethe membership value of factors and obtains the composite scores of technicalsolutions through using fuzzy comprehensive evaluation. Comparing the scoresof technical solutions, the optimal solution can be obtained.Finally, the article takes the ore terminal of two hundred thousand tons in Port of Fangcheng as an example, choose10technical solutions according toexpert’s opinions to get the composite scores of each technology. Get the optimaltechnical solutions for energy conservation and emissions by comparing scores.Through calculating, the ore terminal will achieve the goal of saving energy by10%and reducing emissions by5%if applying the best optimal solution.
