Study On Vessel PSC Detention Risk Management In ZH Shipping Company

Vessel PSC detention will cause damage to the financial and reputation of the shipping company. The vessel PSC detention also shows the safety and environment pollution prevention management level of the shipping company. Shipping company will withdraw from the competition in the market if vessel which they managed been frequently PSC detained.ZH shipping company is specialize in dry cargo shipment in domestic and worldwide. She manages a fleet of 102vessels. PSC has enormous effects to ZH shipping company. There were 4 vessel detentions in one year in 2003 in ZH shipping company. This had affected the normal running of the shipping company. It is necessary to study the vessel PSC detention risk management in ZH shipping company to improve its ship management level.This paper had explained the origin of port state control and the law and standard of the PSC and how to recognize the sub-standard vessel and the future of port state control.This paper analyses the vessel PSC results and the reasons of vessel PSC detention since 2001 in ZH shipping company. Since the results of vessel PSC in ZH shipping company was not stable and vessel been detained at times, we have introduced the risk and risk management theory and using the risk management theory to analyze and study the vessel PSC detention risk in ZH shipping company.Basis the study and analyze of the vessel PSC detention risk in ZH shipping company, we have make up the vessel PSC detention risk management strategy. We can have the following conclusion after we implement the above mentioned risk management strategy.The main reason of ZH shipping company vessel PSC detention is the non-system and non-continuous ship management on the crew management, technical management and marine management, no actions carried out to the possible risk on the ship and no efficiency management of the risk. We can use the risk management to manage the vessel PSC detention risk, and we can attain the zero detention on the vessel PSC inspection.
