The history of human beings is a history of drawing on advantages and avoiding disadvantages. As the most important department of the human society, transportation has brought people both convenience and danger. Although many safety related factors has been greatly ameliorated in today's society, some risk is still a great threat to maritime security, some of which may even induce serious public crisis. Security is relative, and the risk is absolute. Most risks can be monitored, estimated and prevented. Risk Management can help organizations to minimize the negative impact of risks. Risk factors, risk accident and losses are the core of Risk Management. Early warning which can forecast crisis is the first step of Risk Management. This paper applies the early-warming theory to the maritime public crisis, and explores the mechanism of early-warming in maritime public crisis.First, in this paper the research and application about the theory of the Public Management, Risk Management and Early-warming Management is introduced, and then the meanings of the mechanism of early-warming in the maritime public crisis is analyzed. According to the "the three elements of risk" theory, the monitoring objects and early warning issue in maritime public crisis is analyzed. Compared with the American's advanced practice, there are still some problems in Chinese practice of maritime public crisis early-warming. Then the key actions including information gathering, information processing, crisis predicting and alarm level determining, the supporting system including organizational, material and legal supporting subsystems is formed. At last, a responsive, accurate, well-organized and clearly-defined early-warning mechanism of maritime public crisis is established.
