Lvshun's Harbour is an important node across the Bohai StraitRailway and an important part of Dalian Passenger and cargo transportation system,owing to that lvshun's Harbour enjoy exceptional advantages of geographical position.The people'government of DaLian city have the mind to position lvshun's new harbour district as DaLian city Passenger and cargo transport center.Depending on the adjusted ,they prepare to transfer DaLian harbour's original Ro/ro transportation function to lvshun's Harbour to develop intensely.In the process of construction of the port, if do not comply with the laws and regulations,it will bring about many serious negative impact for the port's shipping.To make port engineering serve shipping industry more safely and effectively after being put into production in commission. We have to conduct all aspects of safety evaluation to navigation during the stage of projec's plans of sign.This paper conduct a safety research to navigation for the plans of moving Ro's berth in lvshun's new harbor. At first, for the Ro-Ro passenger ship's present transportation situation. The main objective routes and the Ro-Ro's capacity are discussed in detail from two aspects, as well as the plans of moving Ro's berth and the changes of route due to moving. then it analysis in detail the navigation environment of harbour district,including the harbor's natural conditions and ship flow and the study of the ability through the channel.it lays emphasis on analytic demonstration of Ro-Ro's Entering or leaving ports operation,berth alongside and Departure operation with the help of our school's large ship maneuvering simulator V.DRAGON-3000A and its test. Last, according to the characteristics of Ro-Ro passenger ship, the problem about the safety of lvshun's new harvour is further discussed.and it also offer some proposal about Navigation safety research that is focusing on improving channel's capacity of navigation and strengthening Ro-Ro's berth safety management.By means of study about the navigation safety of lvshun's Ro-Ro move-planing harvour, this paper has proved that our country's is practical and scientific.it effectively promotes the second round process of functional layout and adjustment in Dalian port.
