While the technique of single point mooring keeps developing all the time, its advantages, including construction costs, operating safety, operating costs, operating efficiency, are shown increasingly obvious. As international SPM technique, especially for CALM technique, being widely used, it develops comparatively slow in China.This article firstly introduces the configuration and superiority of CALM system. After actually researching on the diamond-class port of Bohai Sea economic circle----Caofeidian port area, including the introduction of existing facilities and the forecast of crude oil throughput and arrival ship type, analysis is taken on building necessity of the CALM system. CALM system replacing with reserved 30 million tons crude oil berth is more benefit than malady in theoretical method by comparing CALM system to traditional terminal. Finally, by analyzing the feasibility of Caofeidian port natural conditions and CALM technique, including hydrometeorological condition, geomorphic features of Caofeidian port and developing status of CALM technique, CALM system is fit to be built in Caofeidian port area after fuzzy comprehensive evaluation method being taken to evaluate environment feasibility of CALM system.The article integrates theory with practice. From the economy and safety point of view, preliminary study is conducted on the CALM system feasibility of Caofeidian port area according to research, projects and methods of "Rules For Building and Classing Single Point Moorings"(1996) of ABS and "Rules For Building and Classing Single Point Moorings"(2000) of National Chemical and Petroleum Industry Bureau.
