Yangtze River, China's "Golden Waterway", the status of inland water transport increasing, the number and the density of shipping vessels are significantly increased. Accompanying with shipping maritime security incidents on the growing threat, for the purpose of water transport safety protection, Yangtze River maritime authorities has established transport safety regulatory system which is characterized by all-dimensional coverage and round-the-clock operation and rapid response, how to collect real-time and accurate river traffic flow date is the key problem to build this system. However, regardless of the ways to investigate traffic situation and to gather river traffic flow data, the ultimate goal is still the statistical analysis and theoretical research of the data, in order to learn and master the water traffic circumstance, general characteristics and laws from the microeconomic and macroeconomic view. Currently Yangtze River traffic flow data collection is conducted by means of manual recording, therefore, the accuracy and scope and frequency of collecting data can not meet people's needs, this also make it difficult to statistical analyze of data, and greatly reduce the reference value of the statistical results that be used to improve the water transport facilities and dig out the negative factors that impact safety and efficiency of vessel traffic and scientific research of universities. Thence, it is urgent to solve the problem about automation of river traffic flow data collect, so that,it make the data statistical analysis become more convenient and efficient.Based on the demand analysis of data collecting system for the Yangtze River traffic flow, and through analyze currently traffic flow data collecting technologies include VTS(Vessel Traffic Service),GPS(Global Position System),AIS(Automatic Identification System) in Yangtze River, after summarize the advantages and disadvantages and service conditions of various data collecting techniques, a new data collecting and statistical system is designed, of which the information collection base on SMS(short message service). The paper introduces the frame of system and Implementations of each module, first, through the design of short message format and associated code to formulate a uniform standard for data sending, and then use GSM MODEM technology which relies on public mobile communication network and has advantages of low development cost and great applicability to complete data receiving, store the data in the form of EXCEL tables after parsing and using powerful statistical features of its own the collected data can be statistic rapidly and expediently. The paper analyzes and demonstrates the feasibility of traffic flow collect and statistic system base on SMS in detail, the expecting results can be shown through simulate experiment by programming, for the follow-up development of application and improve to lay a solid foundation.
