Abstract:Water shortage and water pollution, water quality posed by the increasingly serious water crisis has become a city and the watershed sustainable development of important social and economic constraints, or even seriously affect people's production and life. In this context, the paper carried out the research to protect water sources.The paper takes the main source of intent drinking water on the surface of Taian city, that is the Huangqian Reservoir, as an example, and uses current situation analysis, effect assessment and cause exploration as its key methods. By comprehensive survey and research, the paper analyzes deeply from different layers and different angles the situation of pollution source of the Huangqian Reservoir, and makes a subjective assessment of the effect of the recent water source protection measures. According to assessing results, the paper discusses the main reasons that cause water source pollution and gives out responding measures to solve them, which provides scientific ground for the further improvement of water quality and water source administration.Huangqian Reservoir water source protection the countermeasures. First, the system should be established and improved legal system for protection of water sources, water quality standards, strengthen the functional areas of water management systems, develop contingency plans. Second, the institutional protection of water sources should be included in performance evaluation index system; in the basin outside the designated industrial economy for the local government area, and increase financial transfer payments to local governments to spend more energy on leading water source protection, and powers and responsibilities of the unity of interests; the establishment of ecological compensation mechanism, so that local people benefit in the protection of water resources, protection of water sources to increase their participation in the initiative. Third, in the management of water resources protection and management of institutions should be sound, clear its responsibilities, the implementation of unified planning, management, coordination and supervision; using technology to improve water monitoring capabilities.
