| As an important type of drinking water source in China,lake reservoir water source is famous for its unique environment and hydraulic factors.The local government plays an important role in the protection of lake reservoir type water source and has a long-term impact on the sustainable development and utilization of water resources.As an old industrial city with insufficient water source,Changchun is more dependent on lake-type water source.Therefore,the research on the protection of lake reservoir water source in Changchun is not only of theoretical value,but also of practical significance.This paper studies the role and function of Changchun municipal government in the protection of lake reservoir water source.This paper analyzes the problems and causes of the local government in the management and protection of lake reservoir water source.It provides a theoretical basis and practical significance for local governments to change their working methods and thoughts in the protection of lake-reservoir water source.This article USES the literature method,interview method and comparative analysis,in Changchun at the gate of stone reservoir as the research object,through to the Changchun city water department and stone reservoir management center at the gate of interview,contrast lake type library protection work situation of Guangzhou,studies and analyzes the Changchun city government problems that exist in the type library on the lake water source protection and give the advice.Aiming at the protection of lake-type reservoir water source in Changchun,this paper analyzes the main problems currently existing: environmental pollution and water and soil loss of lake-type reservoir water source.Based on the functions of the local government,the role mechanism of the local government in the protection of lake and reservoir water sources was studied.At the same time,it points out that the local government has lagging in legislation in terms of laws and regulations;the powers and responsibilities of various local government departments are unclear,and there is no unified planning and implementation;the water quality monitoring system is incomplete,and the local government’s supervision responsibility is not in place;The local government did not release relevant information to the society in time;the local government’s propaganda and guidance was not in place,the publicity and guidance for the protection of rural living water environmental protection and governance was insufficient,the mass participation was insufficient,and the overall linked working environment had not yet fully formed.This paper proposes to strengthen the role of local governments in the protection of lake-source water sources,thereby strengthening the protection of local governments in lake-source water sources.The article discusses the role and localization of the functions performed by local governments in the protection of lake and reservoir water sources.Local government departments not only play the role of policy makers,but also the role of policy implementers and implementers,and at the same time determine the overall level of water source protection.The research fully recognizes that it is necessary to pay attention to the operability of the local government’s policy formulation and implementation in the protection of lake and reservoir water sources.While focusing on the advanced nature of the research content,it should also fully consider the existing implementation conditions and available resources.Resources have certain reference significance for the future research on the protection of lake-type water source areas. |
